*_ *SUMMARY:* Lead and direct the routine functions of Human Resources (HR) department including employee relations and engagement; talent recruitment and onboarding, performance management; compensation, benefits, leaves, workers’ compensation, department of transportation (DOT) credentials and other HR compliance and reporting.
Direct policies as defined in the Corporate Compliance Program by reviewing practices, identifying potential risks, receiving, investigating, and responding to complaints about violations of Carmel Valley Manor privacy policies and procedures, Residents privacy, rights, and applicable state and federal laws.
*ESSENTIAL DUTIES AND RESPONSIBILITIES: *Include the following.

_*Strategic Plan ~*_ * Understand the business, identify future HR needs, embrace automation, attract, and retain talent and develop training programs to help employees reach full potential.
* Maintain company policies and procedures that contribute to services and outcomes that follow CARF accreditation standards.
_*Diversity, Equity, and Inclusion (DEI) ~*_ * Understand Lead internal DEI efforts for the organization to build a diverse, inclusive, and supportive culture in line with the Manor’s goals and objectives.
* Contribute to the Manor’s organizational efforts to institutionalize, maintain, and expand internal DEI work.
* Apply best practices specifically in DEI for recruitment, hiring, retention and other operational practices.
* Ensure equitable and transparent performance evaluation and compensation policies.
_*Policies and Procedures ~*_ * Develop and revise personnel policies and procedures.
* Identify and ensure legal requirements and government reporting compliance in HR.
* Maintain and revise the company’s handbook on policies and procedures.
* Maintain department records and reports.
* Maintain organizational charts.
_*Compensation ~*_ * Implement and revise the Manor’s compensation program and ensure it is aligned with Manor needs and the labor market.
* Ensure merit increases are in alignment with the established labor grade scale and work performance.
* Conduct annual salary surveys and make needed adjustments to the labor grade scale.
_*Employee Benefits ~*_ * Perform benefits administration and annual open enrollment including ACA compliance.
* Assist with ongoing 403b retirement employee enrollment.
* Conduct AFLAC annual enrollment.
* Ensure the benefit filing of Form 5500 under ERISA guidelines.
* Oversee payroll employee insurance share cost deductions.
* Oversee monthly billing of health benefit premiums.
* Oversee exit reviews and provide COBRA benefits when applicable.
_*Recruitment and hiring ~*_ * Rewrite job descriptions as necessary with input from supervisors and managers.
* Job posting and recruiting.
* Coordinate interviews with applicants and the hiring managers.
* Conduct background checks, lives scan, drug tests and physicals.
* Conduct new employee orientation.
* Maintain employee files including I-9 verification.
* Conduct reverification of employment authorization for continued employment on permits.
_*Annual Training ~*_ Conduct annual mandatory staff training as per State and Title 22 staff training requirements including Cal/OSHA.
_*Corporate Compliance Program ~*_ * Review practices and identifying potential risks as defined in the corporate compliance program.
* Respond to complaints about violations of Carmel Valley Manor privacy policies and procedures.
* Responsible for investigating reported HIPAA violations pursuant to the Manor’s HIPAA Compliance policy.
_*Employee Satisfaction Survey ~*_ * Manage the employee job satisfaction survey distribution.
* Work with Vital Research in the launching of quarterly surveys and monitor results.
_*Evaluations ~*_ * Maintain Paychex Flex Performance Management electronically in HRIS.
* Ensure completion of employee evaluations in a timely manner.
_*Department of Transportation Program ~*_ * Maintain the DMV pull notice program.
* Maintain department of transportation (DOT) credentials/physicals up to date in preparation of CHP audit.
_*Safety, Cal/OSHA and Workman’s Comp ~*_ * Assist in maintaining and overseeing safety and policies and procedures in accordance with the state and federal safety regulations, including the Illness and Injury Prevention Program.
* Support workplace safety training as per Cal/OSHA requirements on workplace safety and health.
* Maintain federally mandated logs for workplace injuries.
* Participate in monthly safety committee meetings.
* Ensure annual posters are current and up to date.
* Ensure policy annual renewal of Workman’s Comp and update mandated posters.
* Report works related injuries to Workman’s Comp in a timely manner and work closely with claim adjusters and health care providers to ensure progress in treatment.
_*Payroll ~*_ * Provide payroll with employee change forms such as in department, status type or increases.
* Respond to employment verifications of employment.
* Conduct annual compensation surveys.
_*Personnel and employee relations ~*_ * Have knowledge of federal and state employment laws and other rules and regulations.
* Assist department managers with employee grievances and discipline issues.
* Communicate with employees by posting pertinent information on employee bulletin boards.
* Write employee memorandums and attach pay checks when necessary.
* Maintain Decal employee roster.
* Administer quarterly Years of Service Awards program.
_*Reporting ~*_ * File EEO-1 and EEO-1 Component 2 Pay Data.
* File annual employee updated rosters to Department of Social Services.
* File and submit Creditable Coverage CMS filing in a timely manner.
* File 1095c forms in a timely manner under the affordable care act.
_*Other ~*_ * Assist in maintaining good public relations that serves in the best interest of the facility and community alike.
* Create and maintain an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility.
* Respond to inquiries in a courteous manner.
*Essential emergency duties and responsibilities:* Required participation in regular training for emergency preparedness and evacuation plans.
Use personal protective equipment (PPE) following established procedures, when and where, dictated by Carmel Valley Manor’s standards for the prevention of illness and injury.
PPE includes, but is not limited to gloves, masks, eye protection, head, foot, and hearing protection equipment.
*Emergency Duties:* Emergency response may include duties during an urgent-real-time situation, or duties during an extended event over a prolonged time frame.
Duties could include working within your routine work area and performing your regular duties, or anywhere on the Carmel Valley Manor campus performing duties/tasks that are essential to keeping the campus operating.
Emergency response duties will always be performed under the direction of a supervisor.
Your position, as is every staff position at Carmel Valley Manor, is subject to recall during an extended event, and you may be required to work beyond your regular scheduled hours, for which you will be compensated for.

* Experience in administering employee benefit plans in the health and welfare areas, including administering 403 (B) retirement programs.
Must have computer skills and the ability to learn HRIS system.
Must be proficient in Word and Excel.
* Good punctuation, spelling, grammar, and attention to detail are a must.
Strong interpersonal skills essential.
Course work/seminar attendance in the benefits areas helpful.
Strong knowledge and understanding of insurance regulations.
Familiarity with COBRA, ERISA, FMLA, ACA, Form 5500 and related state and federal regulations required.

Fluency in Spanish desirable.
